Quarantine Guidelines in the Philippines

The Department of Health (DOH) issued on May 1, 2020 interim guidelines for quarantine and testing procedures for all arriving international passengers in the Philippines. 

Arriving international passengers will undergo testing at the airport or designated facility. While waiting for their test results, they will be required to be quarantined at accredited hotels in Manila by the Department of Tourism (DOT). 

ROFs, OWs, and OFWs Returning To The Philippines Quarantine Guidelines

1. Registration

You must register online https://e-cif.redcross.org.ph/ and must be completed prior to arrival. ROFs must also register at the webpage of the Overseas Workers Welfare Administration (OWWA) https://oasis.owwa.gov.ph/.

2. Confirmation

Upon registration, you will receive an email confirmation with your personal QR code. This code may be printed or saved on the mobile phone. You must bring your QR code and passport everytime.

3. Briefing in the Philippines

When you arrive in the Philippines, you must attend a briefing. After that, the registrant must proceed to the verification counter, and show his or her QR code. You will then be given six (6) barcode stickers, one of which should be placed on the outer back cover of the passport.

4. Verification and Barcoding

After the briefing, show your passport and QR code at the verification counter. There will be a short interview about your records. 

5. Swab Testing

Proceed to the swab booth and show your passport and barcode sticker.

6. Immigration

After the swab test, go straight to the immigration and follow the same normal procedure. Show your passport to the immigration officer with the barcode sticker. 

7. Proceed to Quarantine Facility

Some employers and government agencies shoulder the cost of your quarantine stay. Go to the helpdesks to know your assigned quarantine facility. If you’re an OFW, proceed to the OWWA helpdesk. If you’re an OFW seafarer with a local manning agency (LMA), go to your LMA helpdesk. If you’re just a returning overseas Filipino, go to the Department of Tourism’s helpdesk. 8. Receiving the Results

Your BOQ Swab test results will be sent via text or email. If you’re negative, the government will send a medical certificate as proof. But if you tested positive, you will be taken care of until your recovery.

What is Mandatory Quarantine?

You’ll be under mandatory quarantine if:

  • You’re not showing COVID-19 symptoms.
  • Your country of origin or lay-over has not been classified as an area with a high level of community transmission of the disease.

Under mandatory quarantine:

  • You’ll be taken care of by Overseas Workers Welfare Administration (OWWA) or the Philippine Coast Guard (PCG) in a facility separate from those observing stringent quarantine. 
  • You will undergo a rapid test by a designated medical team in coordination with the BOQ. 
  • If there are enough supplies or if the National Task Force COVID-19 permits, PCR testing may be done. 

What is Stringent Quarantine Philippines?

You’ll be under stringent quarantine if:

  • You’re showing COVID-19 symptoms.
  • Your country of origin or lay-over is one where there is a high level of community transmission.

Under stringent quarantine:

  • You’ll be under the supervision of the Bureau of Quarantine Philippines in a facility that has been specifically designated for travelers coming from areas with high levels of community transmission. 
  • You’ll also be given a real-time polymerase chain reaction (RT-PCR) test as opposed to a rapid antibody test.
  • The coast guard and quarantine personnel will collect swabs for a PCR test at either the airport where you arrived or the quarantine facility you’ll be housed in. This will be done in coordination with a testing laboratory.
